Barcelona is a great city , it sounds like Harley found himself naively paying little attention to his surroundings and getting scammed , which is never a good idea in any city regardless of what country you are in. Back to your question : There are many good Hotels and although many of them are quite reasonablly priced you can also find very good, cheap apartments for rent for short periods.
Times to avoid are Fiestas and when there are major events like a home football game on ( 6th - 8th of Dec are particularly popular fiesta dates )
easy to get hotel room, but Barcelona is the pickpocket capital of the world it is full of feral children working for gangs who will bump into you and relieve you of anything in your pockets, on your wrist or in your bag, they are not averse to slitting your clothes with a razor to get at your possessions or even you if you get in the way, it's a cesspit
