The reason why it won't explode and a pressure cooker will is because of what is inside the sealed container. Pressure cookers have lots of air and superheated watervapor. It's the steam pressure that builds up to an incredible level. Now if the can was filled with air and some water.... you would be heading into danger.
Since the can has little or no air trapped inside and the entire contents is merely the sweetened condensed milk, there isn't going to be the pressure buildup.

It won't explode, but you should peirce the top of the can a bit before opening it completely. That will keep you from getting splattered with the hot caramel. Also, do it in the sink, or cover with a towel to keep any splattering to a minimum. ;)

where is this recipe for boiling an unopened can come from?
I would research this recipe, before trying, it seems dangerous and unhealthy!
those directions are wrong; i made this years ago and called Eagle brand to get the correct directions; use an old fashion can opener, you know like you open a bottle with, one side you use to punch a hole in the top of a can and one side opens a bottle of pop
punch two small holes in the can one a bit larger than the other, in the top. then boil it but you have to watch the boil and not have it too hot; you know, i put mine in a pan of boiling water and the milk eventually began to boil, it didn't take quite 1-1/2 hrs for mine to turn to cramel syrup
but you should go on line for better ways to make caramel. there are much easier ways

Eagle Brand has some different ways to make caramel with sweetened condensed milk. For safety reasons, heating the unopened can (an old cooking method) is NOT recommended. Instead use one of the following methods.
OVEN METHOD: Pour 1 can Eagle Brand sweetened condensed milk into 9 inch pie plate. Cover with aluminum foil; place in larger shallow pan. Fill larger pan with hot water. Bake at 425 degrees F for 1 1/2 hours or until thick and caramel colored.
STOVETOP METHOD: Pour 1 can Eagle Brand sweetened condensed milk into top of double boiler; place over boiling water. Over low heat, simmer 1 to 1 1/2 hours or until thick and caramel colored. Beat until smooth.
MICROWAVE METHOD: Pour 1 can Eagle Brand sweetened condensed milk into 2-quart glass measuring cup. Cook on 50% power (medium) 4 minutes, stirring briskly every 2 minutes until smooth. Cook on 30% power (medium-low) 20 to 26 minutes or until very thick and caramel-colored, stirring briskly every 4 minutes during the first 16 minutes and every 2 minutes the last 4 to 10 minutes.
Go ahead and open it. If you let it cool down it will set and be the consistency of butter. Although it does taste good that way as a treat.
